Vladimir Guerrero Jr. had the most fantasy upside in the 2015 July 2 international signing class, but Javier, who signed for $4 million as 16-year-old out of the Dominican Republic, was right behind him. After missing almost all of 2016 due to a hamstring injury, he was 31 percent better than the average Appalachian League hitter, despite being the sixth youngest hitter in the league. His .410 BABIP helped, but it was still very impressive for a player with just nine pro games under his belt prior to 2017. He is filling out what was seen as an incredibly projectable 6-foot-1, 165-pound frame at the time of his signing, with reports suggesting he is up to 180 pounds with room for more. Javier offers the best of both worlds, as unlike most high-profile international prospects, he not only projects to offer plus power, but he projects to stick at shortstop. He is an above-average runner now, but that probably won’t be a big part of his game by the time he reaches the majors. This year could be his coming out party.

A potential plus hitter with plus power who has a shot at sticking at shortstop, Javier has the most upside of any player in the Twins system. He measures in at 6-foot-1, 165 pounds, but he projects to fill out in the coming years. With added strength should come a more impactful swing, which will allow him to realize his potential as a hitter. He is at least four years away from sniffing the majors, but if he hits over a full season in 2017, his price tag in dynasty leagues will skyrocket.
